The Competence Center for Smart Cities and Communities
The Competence Center for Smart Cities and Communities (KoC-PMiS) project is implemented within the framework of the Public Call for the Co-Financing of the Establishment and Operation of Competence Centers for Workforce Development for the period 2017 to 2018, published by the Public Fund of the Republic of Slovenia for Development and Scholarships, and is carried out in accordance with the Operational Program for the Implementation of the European Cohesion Policy for the period 2014–2020. The development and use of advanced infrastructure and services, as represented by the common field of Smart Cities and Communities and, in particular, modern developmental trends that challenge various industries with the digital transformation – the transition to Industry 4.0, require appropriate knowledge and trained personnel at multiple levels. To address the needs of this market, partner companies in KoC PMiS recognize the necessity for additional training of existing staff and collaboration with Slovenian companies for knowledge and best practice transfer in the field of workforce training, aiming to achieve significant synergistic effects.
A key characteristic of the KoC PMiS consortium is the composition of the partnership, reflecting a strategically important response to changing conditions in global smart cities and communities markets. Adapting our existing products and solutions and developing new ones necessitate acquiring new relevant competencies in the form of knowledge and skills, as only with a competent workforce can we provide competitive and successful solutions. The consortium brings together micro, small, and medium-sized enterprises with large companies, contributing to the growth of smaller businesses. Within the project, partner companies from both cohesion regions, KRVS and KRZS, are connected, allowing the transfer of best practices and knowledge among partners from different regions. All partner companies focus their activities on the selected sector – Technologies for Smart Cities and Communities, providing a high level of coherence within the chosen industry.
As part of the project activities, the partners will cover topics where there is a demand for personnel in the following areas:
- Planning/development of solutions, products, and services for digital transformation, crucial for both infrastructure development and initiation of innovative services.
- Planning and managing complex and innovative projects aimed at strengthening competencies for identifying new business opportunities in the market of advanced solutions.
- Development of business opportunities with domain and technological knowledge, where the plan is to develop smart services through the process of design thinking to the prototype solution stage.
- Preparation and analysis of data, processes, and problem areas in PMiS and other areas crucial for the development of advanced products and services for precise and smart healthcare.
The main purpose of the project is to establish a long-term sustainable competency model and provide training that ensures success for solution providers in the field of smart cities and communities. We focus on the entire workforce vertical, where we aim to train and encourage selected existing workforce profiles for innovative and entrepreneurial thinking, enabling them to recognize opportunities in everyday life, roughly evaluate them, identify the most interesting ones, and place them in a developed process of verification and entrepreneurial exploitation.
The main objectives of the operation are:
- Definition of professional knowledge, skills, and abilities for performing key business and development processes in PMiS and in the industry itself, with an emphasis on business development.
- Introduction of modern design thinking principles in deliberately guided innovation processes of companies in partnership.
- Identification and definition of personnel profiles needed for the functioning of the innovation process.
- Preparation of a competency model for the mentioned personnel profiles.
- Exchange experiences in leading innovation processes and create an open innovation ecosystem among partners in the field of smart technologies.
- Educate as many employees in all partner companies to operate within the innovation process.
- Shorten the time from identifying an idea or problem to implementation in the target environment or on the market.
